The Regional Safety Manager leads operations in areas of injury prevention, task assessment, safety communications, hazardous materials storage and transportation compliance, and regulatory compliance. This is completed by developing, implementing, and managing company safety programs, policies and procedures to create a safe, secure, healthy, and accident-free work environment. This position will need to ensure that the Groups’ Health, Safety & Environmental Policies & Procedures are specific within the DSV Solutions environment and that sites are complying with all statutory requirements (including but not limited to OHSAS 18001 & ISO 14001) where applicable.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Regional Safety Manager functions as a subject matter expert and consultant to manage highly technical HSE subject matters with site management teams, corporate HSE, external regulatory agencies, talent development, and provides strategic leadership for site-level staff to build sustainable loss improvement processes and to ensure program effectiveness. Additional responsibilities include:

  • Supports and promotes safe practices and environmental commitments in alignment with company commitments, policies, and compliance requirements.
  • Working knowledge of basic HSE regulations and practices such as Powered Industrial Trucks (PIT), Hazard Communication, Emergency Action Plans (EAP), Lockout/Tagout (LOTO), Machine Guarding, Fire Prevention, and Electrical Safety.
  • Conducts pre-operational risk assessments on new sites, design, propose and implement risk mitigation measures within the region.
  • Provide training and coaching to local Health & Safety Managers to ensure technical competence and leadership development within across the region.
  • Creates a positive partnership with Facility Leadership and serves as point of contact for safety related matters.
  • Conduct HSE audits and assessments of on-going operations to measure compliance with regulatory requirements and conformance to company policies.
  • Plans, administers, and manages organization safety polices, programs, procedures, and systems for assigned region and ensures all employees receive HSE inductions within the region.
  • DSV representative for OSHA, EPA, FDA, or other State and Federal regulatory agencies and address any issues that may arise on a site level for the applicable region.
  • Fosters teamwork and pride in the company safety program.
  • Publishes Monthly Safety topics and training for Site level use.
  • Ensures compliance with federal, state and local Health, Safety & Environmental regulations & Life Safety Code as well as customer specific requirements.
  • Monitors HSE controllers & Site Managers in executing safe work practices and adherence to standards.
  • Assists in the investigation of the root cause from HSE complaints put forward by employees, customers, clients, and contractors.
  • Follows up to ensure that corrective actions are implemented where necessary and ensures that any certification requirements are complied with.
  • Assists in the coordination in the investigation and analysis of accidents and near misses; Recommend corrective action(s)  working together with site safety designees.
  • Coordinate with site safety managers/representatives on Health, Safety, & Environment plans and ensure are in line with Quality Management Systems policies and procedures.
  • Ensures implementation of emergency procedures (EAP, ERP, BCP & EDP).
  • Coordinates and delivers HSE training regionally (where and when required).
  • Assists in providing information on HSE for RFP submissions.
  • Ensures that all sites risk registers within the region are up to date and that the following are current and on file:
    • Routine / Non-routine risks
    • Job hazard analysis
  • Assists in the publication of the year-end OSHA 300 log for the applicable regions.
  • Assists in the completion of OSHA surveys.
  • Assisting in the administration of the Workers’ Compensation claims including Return to Work (RTW).
  • Prepare and maintain documents outlining the procedures for proper storage and handling of Hazardous Materials at all applicable facilities.
  • Working knowledge of current EPA and DOT regulations including HAZWOPER and Hazard Communication.
  • Oversee transportation of hazardous materials in compliance with EPA & DOT/IMDG/IATA regulations.
  • Develop and implement a proper training regimen for employees as required by law for shipping, handling, and storage of Hazardous Materials.
  • Must be available for after-hours calls and/or responses.

 

SKILLS & ABILITIES

Education & Experience:  

  • Minimum 5 years’ experience in a medium to large warehouse in a HSE management capacity supervising 5 or more associates. 
  • Bachelor’s Degree, in related field (Occupational Safety, Industrial Hygiene) preferred.
  • Prior experience in safety observations/inspections, developing and implementing compliance strategies and plans.
  • Knowledge and understanding of current Environmental / Sustainability Topics (i.e. Environmental Regulations, Green Energy Technologies, Greenhouse Gases, Waste and Recycling, Energy / Water Conservation, etc.)

 

Computer Skills:  

  • Strong computer skills are required.
  • Proficient use of MS Office Applications.

 

Certificates & Licenses:  Associate Safety Professional (ASP) or similar certification preferred.
 

Language Skills: 

  • English (reading, writing, and verbal)
  • Bilingual (Preferred)

 

Mathematical Skills: 

  • Intermediate skills are required, as well as the functional use of spreadsheets to develop trends and track reactions to safety programs.

Other Physical Requirements:  

This position will work in a distribution center. Typically, this environment is subject to:

  • Exposure to extreme temperature changes, moisture, noise, odors, and moving equipment.
  • Ability to sit at a computer for long periods of time.
  • Lifting, pushing, pulling, and/or carrying up to 70 lbs.
  • Performing other physical activities such as reaching, bending and climbing.
  • Ability to wear Personal Protective Equipment (PPE) such as steel toe shoes, safety glasses, ear protection and any other PPE required by the safety analysis.
