The Health, Safety and Environmental (HSE) Manager position is responsible for engaging a culture of safety throughout our campus by educating and influencing leaders to enhance safety as part of the normal course of business. Provide management support in the planning, development, delivering and evaluation of safety policies, programs, and training; promote safety for all employees and compliance with legal regulations and department policies. Ensure compliance with all Federal and State OSHA rules and regulations and provide training, instruction, and guidance in these areas. Oversee accident investigations and is also responsible for overseeing all record keeping that is performed after the investigation has concluded. Maintain awareness of current and emerging regulatory requirements and ensure that systems, programs, recordkeeping, and reporting procedures comply with requirements. Must also have strong organizational and communication skills, and a keen ability to develop and implement processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

The HSE manager functions as a subject matter expert and consultant to manage highly technical HSE subject matters with site management teams, corporate HSE, external regulatory agencies, and provides strategic leadership and talent development for site-level staff to build sustainable loss improvement processes and to ensure program effectiveness. Additional responsibilities include:

  • Prepare and maintain documents outlining the procedures for proper storage and handling of Hazardous Materials at all applicable facilities
  • Working knowledge of current EPA and DOT regulations including HAZWOPER and Hazardous Communication training
  • Oversee transportation of hazardous materials in compliance with EPA & DOT/IMDG/IATA regulations
  • Develop and implement a proper training regimen for employees as required by law for shipping, handling, and storage of Hazardous Materials
  • Supports and promotes safe practices and environmental commitments in alignment with company commitments, policies, and compliance requirements.
  • Ensure that a HACCP-based food safety approach is followed when applicable.
  • Conducts pre-operational risk assessments on new sites, design, propose and implement risk mitigation measures within the sites
  • Creates a positive partnership with Facility Leadership and serves as point of contact for safety related matters.
  • Conduct HSE audits and assessments of on-going operations to measure compliance with regulatory requirements and conformance to company policies and client requirements
  • Plans, administers, and manages organization safety polices, programs, procedures, and systems and ensures all employees receive HSE inductions
  • Publishes Monthly Safety topics and training for Site level use.
  • Develop and provide safety training. Identifies training needs; develop courses and address needs to facilitate accident and loss prevention, and to meet federal and state requirements. Identify which employees should receive the various training programs.
  • Ensures compliance with local Health, Safety & Environmental laws & by laws as well as customer specific requirements
  • Assists in the investigation of the root cause from HSE complaints put forward by employees, customers, clients, and contractors
  • Follows up to ensure that corrective actions are implemented where necessary and ensures that any certification requirements are complied with
  • Assists in the coordination in the investigation of accidents and near misses; reviews and analyzes these accidents and near miss incidents and make corrective action recommendations working together with site safety designees.
  • Coordinates with site safety designees to ensure Health, Safety, & Environment system plans are in line with Quality Management Systems policies and procedures
  • Ensures implementation of emergency procedures (BCP & EDP).
  • Coordinates and delivers HSE training at the site level.
  • Ensures that all sites risk registers within the region are up to date and that the following are current and on file:
    • Routine / Non-routine risks
    • Job hazard analysis
  • Assists in the administration and management of Workers’ Compensation claims
  • Ensure all employees have completed all mandated required safety training.
  • Coordinate scheduling of employees to attend training (or to complete training), as required to ensure a safe, healthy, and incident-free workplace.
  • Conduct and facilitate monthly safety meetings.
  • Maintain accident statistics, analyze trends, and propose and take remedial action where necessary.
  • Investigate or arrange for all accidents and near-misses be investigated, prepare report of finds, including recommendations to prevent recurrence and implement approved course of action.  Where necessary prepare reports to the enforcing authority and DSV Corporate Safety Department as required.
  • Liaise with DSV Corporate Safety and the third-party administrator on all workers compensation claims, including managing appeals where appropriate
  • Effectively manage return to work programs, working closely with the employee, his/her supervisors DSV Corporate Safety, and the third-party administrator to ensure the employee's safety and health
  • Perform job site safety compliance inspections including hazard analysis, safe work procedures, written reports, and recommendations.
  • Responsible for maintaining compliance with all local, state, federal, and OSHA regulations and requirements regarding safety practices.
  • Work closely and effectively with supervisors and managers to ensure employee compliance with HSE Policies and Procedures.
  • Responsible for monitoring adherence to the company safety program by all DSV Solutions Inc. employees and subcontractors.
  • Provide advice and counsel to management and employees on a broad range of occupational health and safety issues and decisions.
  • Ensure appropriate first-aid supplies are maintained and ordered, as required
  • Implement effective systems to comply with all applicable HSE laws and regulations.  This includes knowing all applicable legal requirements, having a process to meet each requirement, and having adequate data that demonstrates compliant performance.
  • Communicate site HSE goals, action plans, and results to the organization. Implement an effective system to drive positive HSE results, update HSE KPI scores and action plans regularly, and issue all required HSE data on time and accurately and maintain an up-to-date facility HSE performance profile.
  • Consult with DSV Corporate Safety and local leadership and give advice on formulating best-practice policies and procedures.
  • Keep staff and leadership abreast of any changes in HSE Legislation and changes in DSV Corporate HSE related processes.
  • Along with the Site GM and DSV Corporate Safety personnel serve as the DSV representative for OSHA, EPA, DOT, DHS or other State and Federal regulatory agencies and address any issues that may arise on a site level.
  • Ensure the implementation of the Emergency Management System (EMS) procedures and monitor its effectiveness by undertaking fire evacuation and severe weather drills at the facility at least once a year.
  • Responsible for OSHA recordkeeping, reporting and maintenance of required programs and training.
  • Perform other duties as required
  • Fosters teamwork and pride in the company safety program

 

SUPERVISORY RESPONSIBILITIES

  • Communicates all problems and questions to senior site and corporate leadership.
  • Responsible for following all DSV policies and procedures.
  • Complies with all federal, state, and local regulations.
  • May be required to perform other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS

Education and/or Experience

  • Minimum 5 years’ experience in a medium to large warehouse in an HSE management capacity supervising 5 or more employees. Prior experience in safety observations/inspections, developing and implementing compliance strategies and plans.
  • Bachelor’s Degree
  • Knowledge and understanding of current Environmental / Sustainability Topics (i.e. Environmental Regulations, Green Energy Technologies, Greenhouse Gases, Waste and Recycling, Energy / Water Conservation, etc.)

 

Certificates, Licenses, Registrations or Professional Designations

  • ASP/CSP or OHST certification (Preferred)

Computer Skills

  • Strong computer skills are required.
  • Proficient use of MS Office Applications.
  • Proficient knowledge of ERP systems Preferably: SAP/R3.
  • WM systems: preferably SAP, WM4000, Manhattan Associates WMOS or Red Prairie. 

 

Language Skills

  • English (reading, writing, and verbal)
  • Bilingual (Preferred)

 

Mathematical Skills

  • Intermediate skills are required, as well as the functional use of spreadsheets to develop trends and track reactions to safety programs.

PHYSICAL DEMANDS

This position will work in a distribution center. Typically, this environment is subject to:

  • Exposure to extreme temperature changes, moisture, noise, odors, and moving equipment.
  • Ability to sit at a computer for long periods of time.
  • Lifting, pushing, pulling, and/or carrying up to 70 lbs.
  • Performing other physical activities such as reaching, bending, and climbing.
  • Ability to wear Personal Protective Equipment (PPE) such as steel toe shoes, safety glasses, ear protection and any other PPE required by the safety analysis.
